August Harrow is a very ambitious Arkadian nobleman. He’s gotten the idea to turn his personal estate into an actual town so he would not owe Admiral Ross taxes anymore and would only answer to Arkadian parliament directly. He works closely with the Admiral’s assistant Archibald.
His plan consists of building his estate into a proper town and connecting it to Tredony by road. The party has for now aided him in this goal by settling escaped shipwrecked slaves in his estate. The extent of his plans and ambitions are not fully known to the party.
